He is the leader of the Tongs that has set up shop in the Western Isles of what used to be California. He arrived with his father from the shores of China. He and his father had set up trading lines that stretched up into Russia.

They were forced to leave China after Wei's father ended up trying to muscle in on another Tong's territory, one that was more powerful than he was. In order to survive, they were forced to leave China and head to the remains of the United States.

Wei Qiang is very old, positively ancient in the Outlands. But age hadn't prevented him from becoming the second most powerful warlord in the Western Isles.  He looked leathery and Reptilian, his skin coloration buttery rum. He was very thin and his skin clung to him like a suit that was three sizes too big. He was bald.  When he talked his voice was low and raspy.

But he had a steel about him, a will that allowed him to face down the barrel of a weapon without flinching. He proved that when Ambika confronted him about the loss of her ships. 

His personal army and fleet is equal to that of Ambika's but he also realizes that fighting her would cost far too much to win.  So he is forced to live in a sort of 'truce' with her.  Despite this, they could have easily have been friends, and even exchange gifts from time to time.

He has his eyes on her gasoline plants in Mexico, but knows that she would have them destroyed if he ever managed to succeed in taking them. So he's left them alone.
