I couldnt say old chap as I havent read that far into the Outlanders world yet. It is definatly a possibility

jack must get a baby as the white herd girl in the out landers books is related to him isnt she she looks like him and acts like him a lot.

I think Harry is referring to Domi, and I quote from the wiki...

Domi is an albino. She is very petite - about five feet tall and just over one hundred pounds - but is quite adept at hand-to-hand fighting and throwing weapons, as well as stealth... ...She is quite intelligent but tends to lapse into broken Outlander speech under stress.

The similarities do make it likely that they are related, but she is definitely not a descendant of Jak though.
